Carlos Peña is currently a Partner in the Public and Regulatory Law area of Andersen in the Madrid and Valencia offices.

Previously, he was a founding partner of Urbe Asesores Jurídicos, a firm specializing in urban and real estate law, since its creation in 2001 until it joined the Andersen team in 2018.

Carlos has extensive experience in advising in the planning, management and execution phases of urban development as well as in the  technical leadership in contentious-administrative procedural practice and civil litigation acquiring during his 30 years of professional experience. This allows him to have a transversal approach to real estate projects in any of its phases.

He is an expert in Urban Planning Law and has a deep knowledge of Civil Law, which gives him a broad vision of the processes of urban land transformation, especially in re-parcelling and expropriation projects.

As an expert urban planning lawyer, Carlos Peña was part of the legal team in the only ICSID arbitration procedure (World Bank) filed against the Kingdom of Spain in urban planning matters.

Carlos Peña has participated as a speaker in numerous courses and conferences and is a regular contributor and columnist in different media outlets.

He teaches at the Real Estate Business School (REBS), a business school in the real estate sector, where he is a member of the Real Estate MBA faculty. He also teaches at the School of Legal Technique. In addition, Carlos has been recognized from 2021 to the present in the area of Planning in the Chambers Europe directory.
