Carlos Peña is currently a Partner in Andersen’s Public and Regulatory Law practice, based in the firm’s Madrid and Valencia offices.

Carlos has extensive experience spanning nearly 30 years in advising on the planning, management and implementation phases of urban development projects, as well as in the technical management of legal proceedings in both civil and administrative courts. This enables him to take a cross-cutting approach to property development projects at any stage.

He is an expert in urban planning law and possesses in-depth knowledge of civil law, which gives him a broad perspective on land-use transformation processes, particularly in land redistribution and expropriation projects.

As a lawyer specialising in urban planning, Carlos Peña was part of the legal team in the only ICSID (World Bank) arbitration proceeding brought against the Kingdom of Spain in the field of urban planning.

Carlos Peña has spoken at numerous courses and conferences and is a regular contributor and columnist in various media outlets.

He is a lecturer at the Real Estate Business School (REBS), a business school specialising in the property sector, where he is a member of the teaching staff for the Real Estate MBA. He also delivers training at the School of Legal Studies. Furthermore, Carlos has been recognised in the Planning sector in the Chambers Europe directory from 2021 to the present day.

Previously, he was a founding partner of Urbe Asesores Jurídicos, a firm specialising in urban planning and property law, from its establishment in 2001 until its integration into Andersen in 2018.
