José Manuel Ramírez is Counsel in Andersen's Litigation Department in the Seville office.

He has over 30 years of experience in legal advice. He has held various positions in the Public Administration, including legal advisor to the Provincial Council of Seville and the Parliament of Andalusia, as well as head of Urban Planning and Municipal Land Heritage at the City Council of Puente Genil. He was also an advisor to the President of the Parliament of Extremadura, participating in the reform of the Assembly's Regulations and in the drafting of key laws.

In 2005, he founded the law firm Ramírez Mora Abogados in Seville, which focuses on advising both public and private institutions. In 2012, he founded the consulting firm Leylocal, specialising in developing projects on tax incentives for audiovisual production, energy efficiency and renewable energies. Since 2018, he has been head of legal advice for corporations in the engineering sector and specialises in litigation for engineering and heavy industry projects, public works and civil engineering.

In the academic field, he has taught courses on urban planning organised by the Badajoz Provincial Council and the Regional Government of Extremadura, and has participated in round tables alongside senior representatives from the legal field.
