Pedro Rubio is a Partner at Andersen in the Public and Regulatory Law Department in the Madrid office.
Previously, he worked at Cuatrecasas and at Ramón Hermosilla, where he was a partner, and has also been a partner at Ontier and head of the Regulatory and Public Law Department in its Madrid office.
Rubio has more than 25 years of experience in which he has been involved in the legal advice and management of relevant transactions and legal proceedings both in Spain and before the General Court of the European Union, in the areas of expropriations, public procurement, cartels of manifest relevance, resolution of credit institutions, energy and asset liability proceedings.
In the academic field, he is a professor at several universities such as UNED and Universidad San Pablo-CEU, and is also a member of the Academic Faculty of the IE Law School.
Pedro Rubio is the author of several books on Public Law, such as "La defensa judicial frente a una expropiación forzosa", Aranzadi Thomson Reuters, 2015; "Comentarios a la Ley de Contratos del Sector Público", Wolters Kluwer LA LEY, 2018; and "Estado y Mercado. Una visión global a la regulación económica", Aranzadi Thomson Reuters, 2021, among others.
In addition, he has collaborated in numerous legal publications and journals and is highlighted in the field of Public Law by important international directories such as Chambers & Partners.
