Carlos Mingorance is a Director in the Public and Regulatory Law area of Andersen's Seville office.
He has solid professional experience in both the public and private sectors: in the public sector, he has been a lawyer for the Local Administration and Director of the Urban Planning Area of the Tomares City Council, of which he is a co-author; in the private sector, he has been responsible for the urban planning affairs of the company MedGroup Development, BV - a company of the US investment fund of the Soros Group - and director of the legal department of DUSE, a joint venture created by leading companies for the largest urban development of the Seville City Council. In the area of contentious-administrative procedural practice, he has participated in contentious appeals in most areas of Administrative Law.
In his regular practice he advises public and private entities on town planning, public procurement, the environment, special assets and properties, development activity, public employees and renewable energies.
Currently, he is an associate professor of Administrative Law at the University of Seville, teaching in the degree in Law as well as coordinating the subjects Administrative Law and Contentious-Administrative Law in the Master of Laws and double masters, in which he is also a professor.
He is the author of several articles related to renewable energies, goods and public works and is co-author of the work "Acceso a la Abogacía", which in five volumes develops the agenda of the professional aptitude assessment test for the exercise of the legal profession.
