Víctor Horcajuelo is currently a Partner in the Public and Regulatory Law practice in the Madrid office.

Previously, he was Counsel at Bird&Bird and associate at Hogan Lovells, Deloitte and Garrigues.

Víctor specialises in Administrative Law with more than 16 years of experience in national and international law firms. He has extensive experience in public infrastructure, public procurement, telecommunications and technology regulatory law, environment, urban planning, tourism, transport, food, audiovisual and gaming.

Víctor devotes much of his time to advising on regulatory issues related to technology, telecommunications and the so-called "digital economy". He is also an expert in public procurement, an area in which he advises both companies in tendering procedures and special procurement appeals, as well as public administrations.

In the field of infrastructure and public services, he has participated in numerous public-private partnership projects, both nationally and internationally, providing comprehensive legal advice throughout the process.

He has also worked on a large number of projects in the environmental and urban planning sector.

Víctor has been a lecturer on the Master's Degree in Access to the Legal Profession at the Universidad Autónoma de Madrid since 2013 and is a speaker at various courses and conferences. Additionally, he is the author of several doctrinal articles.
