José Miguel López García is currently a Partner in the Public Law and Regulatory Department of Andersen in the Madrid office. 

Previously, he was Director of the Regulatory Group at PwC Tax & Legal Services.

José Miguel has 20 years of experience in public procurement and infrastructure, management of European funds and public subsidies, administrative and contentious-administrative proceedings, legislative processes, administrative reorganisations, environmental law, health and pharmaceuticals. He also specialises in port regulations, the railway sector and legislation on the transport of passengers and goods by road. 

José Miguel has extensive experience in e-administration, interoperability, digitalisation and the use of electronic media in the public sector, an area in which he has advised all levels of government, including the drafting of general provisions and legal-technical regulations, the processing of electronic procedures and the use of information technology (ICT) by the public sector.

He is the author of several publications in legal publishing houses and the media and has participated as a speaker in different entities such as the IE-PwC Public Sector Innovation Centre, the Institute of Public Administration of the Andalusian Regional Government and the Provincial Council of Bizkaia, among others. 

In the academic field, he is Professor of Public Procurement at the Universidad Pontificia Comillas (ICADE) and Professor of Contentious-Administrative Law at IE Business School.
